The center hole of the pulley and the power steering pump shaft have a very slight taper-fit and close tolerance. If the end of the shaft is not level with the nut, then the pulley is not fully installed (pic #2 below). The back surface of the center hub of the pulley must be making contact with the power steering pump. Just as you may have had to use an impact gun to remove the nut, you may have to use it for initial installation. Then verify that it is properly torqued (29 - 43 ft. lbs.)
